You have to qualify for Section 8 housing by providing your income and proof of eligibility. If you qualify you receive a “voucher” which is paid directly to the landlord and you pay the rest of the monthly rent if there is a balance depending on the size of your unit, amongst other factors. 
Go to your state’s website and search for how to apply for Section 8 housing. They have staff to assist. You will need to present copies of any bank statements, bonds, savings accounts, pension and of course SS benefit letter.
There is often a 1-2 year waiting period for low income housing so please get the process going.
Every year you will have to requalify- present a lot of the same info, utility bills, pharmacy costs, to prove your income hasn’t changed thus you are still eligible for the voucher. 
Rent is subsidized, it is not totally paid for.

Mrsjen, that is something you need to take up with your County or City government, as Section 8 could be different for each County/City as it is taxpayer funded.

Hopefully you or whomever you are caring for can find a senior apartment that had geared its rent according to one's income.
