How do you get someone into a nursing home from assisted living?

My mom was in a nursing home from the ER for 9 months while on the wait list for Medicaid assisted living. She has now moved and is having a difficult time adjusting. It is only day 2, but she is asking to go back to the nursing facility. I will definitely encourage her to stay and give it some time, but if worse comes to worse, what are the steps to get her back into a nursing home from Assisted Living?
