How do I go about getting help paying for prescriptions for my elderly mother that Medicare won't pay for?

Some pharmaceutical companies offer discounts directly to consumers. Research the website of the manufacturers and check this out for the meds she takes.

Also ask her doctors for free samples. Pharma reps give them to doctors to pass along to patients.

I have also heard of some USA seniors ordering their meds online from Canada. I understand its a lot cheaper. I would also consider talking to a social worker and see what other supports might be available in the community.

Does your elderly person have Medicare Part D? That is Medicare prescription coverage. If not I think there is an open enrollment period every year & not sure there is a premium with Part D. Someone on this forum will know more information.
You can ask her/his doctor to substitute any expensive prescription with a less expensive med that is similar in action.
Walmart has a list of there $4 prescriptions on their website - you can take the list with you to her MD's office and discuss this with him/her.
I don't know if there are any means to get help to pay for prescriptions but again there are much more knowledgeable folks on this forum that will offer suggestions.
