What am I to do if I'm denied access to see my mother by my brother?

Bobbin, what is the reason given by your Brother for you to not to see your Mother. Is he Power of Attorney? Does Mom live with him or live elsewhere? What are Mom's medical issues? More information would give us a better understanding what is going on :)
