Mom (90) lives in independent lving apt. and needs help showering and doing laundry. Why is this a factor?

If she lived at home that's independent. She is almost deaf but this is not treated the same as blindness. She was awarded $146 mo. Aid & Attendance. She is mentally alert. Next year she will have consumed all her IRAs but yet her net worth is considered high. I do not follow the new law in this.
