Is there a limit on income to qualify for benefits for a spouse of a deceased WW II Veteran?

I believe there is an income limit, but not an asset limit.

There is a legal instrument called a Miller Trust or pooled income trust which can help your mom qualify for Medicaid (don't know much about Veteran's benefits) whereby excess income can be transferred to a pooled trust which reverts to Medicaid.
