If social services has been called in for an elderly person, do they have any say so in our changing the power of attorney?

POA is an authority which can only be assigned by the grantor, which becomes a problem if they do not have one in place or if they wish to change the person they designated and they have developed dementia. The only action the social services can take is to recommend that someone is made a Ward of the State, an application which would need to be heard by a judge and during which the family should be allowed legal representation.
