Do I lose POA if I transfer my mom to another state in which my sister was POA for her there?

You cannot "take out" a POA. Only mom can assign POA, if she is competent. Maybe sis exercised undue influence since mom is not competent?

shes no longer competent, i had to draw a POA in Pa when i had her under my care and for the dept of aging in Pa...i took care of her for all those years, my sister had her for a month and looks like in that month she took out a POA in new york :-(

I wouldn't think so unless there is something in the document that states such. For example the POA may read that is you, as primary, are not available then successor can proceed as if primary POA. How did it get changed when mom moved to PA? Mom can change it anytime she likes as long as she is competent.

You don't lose POA but your mother will lose Medicaid when she crosses state lines. Each state has its own program. Whatever nursing home you want your mother to stay in will need to be willing to take her Medicaid pending.
