A window unit in the room he spends the most time in can still make a huge difference and they are much more affordable to buy and run than central air.

Call your Agency on Aging to see if there are any companies that give breaks to seniors for such items.  Sounds like there is a coolant leak going on somewhere in the unit.  There is only so much the A/C repairmen can do about that.

If Dad is having issues with paying for repairs in his home, it might be time for him to downsize into something more affordable. There are senior apartments where the rent is based on one's income, then Dad won't need to worry about things breaking, he would just need to call maintenance.
