Where to find a person to steer us in the right direction for senior finding rehab/care after breaking knee?

Dad in rehab center after knee surgery. Insurance denied as he is not ready for rehab, his knee must heal some more first. He can then return with insurance paying. He is mentally able but not able to transfer on his own or prepare food. Where best to turn for information on in home or temporary care. Some help with insurance denial as well. I live in Wisconsin so not familiar with your local assistance.
