How can I report elder abuse by a relative?

My brother-in-law has taken control of my sister-in-laws (they are siblings) affairs and has control of all of her money. She has no money to live on because he has stolen her money and refuses to do anything for her. He wants to put her back in the nursing home. He got her out of the nursing home long enough to take her to social security and made her sign her checks over to him. She does not need to be in a nursing home but he is an EVIL man and I want to help her. What measures can I take to intervene?

What is puzzling is how the BIL was able to get Social Security to allow the SIL to sign over the amount she gets each month from Social Security. Social Security has been using direct deposit to bank accounts [or prepaid cards] for several years, and the check goes into the bank account that contains SIL's social security number. Unless the BIL has so-signing rights to that account.

Does SIL have memory issues by chance?

Is brother in law executor of will? Are there 2 sister in laws that he has "control" over? Are they mentally competent to sign a power of attorney and medical POA? You say they are in laws. Are you married to one of the siblings?

You can file a report with Adult Protective Services (they may be called something different where you live). Financial exploitation of an elderly/disabled person is abuse.

It's Ok, when she gets back into the nursing home he will find out that the federal law will make him give it all back.
