Nursing home is taking too long to release over-payment funds due back to me.

Mother passed 6 months ago, mother was in a paid nursing home for her care the month of April 2015. A transfer came through was approved to moved her closer, to nursing home closer to me. This last nursing home, where she passed, had to be paid for taking my mom 20 days, in the month of April. The nursing home she was first in owed money to be release to new nursing home for taking my mom, in those days in April. Many calls to previous 1st nursing home, in reference to her funds to pay this last nursing home where she passed. this last nursing home, we cleared the books on her stay there, so I was again left to continue contacting the 1st nursing home to release money due to my mom's estate for her funds they owe its been a struggle trying to get them to release her overpayment of funds. again all help appreciated.
