What is a Freeman letter?

I was told to take the Freeman letter to a bank to set up a fiduciary account for my Dad.

Freeman refers to a lawsuit by veteran William Freeman vs (now former) VA Secretary Gen. Eric Shinseki. It's about requiring the VA to allow for family to be the fiduciary instead of the required "federal fiduciary" system which was rife with oversight issues. Hence the lawsuit. It's kinda to me, like the SSA "representative payee" system. Both SSA & VA don't recognize DPOA........

It should be a letter mailed by the VA to the veteran.
