Where to find financial help for spouse of veteran?

I have been told there are funds for spouses of veterans and have seemed to hit a wall in regards to this. we have been told the "housebound" spouse is eligible for financial assistance to pay for care giver in the home. we have been applying since 9/15 and keep getting a a response that the application is processing. I must return to work for financial reasons and that now leaves my mother vulnerable as she will be alone for more than 8 hours a day. Please any advice or help?
