Is there such a "gadget" that will prevent a diaper from being flushed for a residential toilet?

I have no idea. What if you rig up something that requires a special move to be able to flush the toilet at all. Or you might secure the door to the bathroom so that the dementia patient can only enter with supervision. If they are flushing diapers, that would probably be best anyway.
