Is there a state program that assists financially when adult children are taking care of parents 24/7?

What is the criteria for the state of Illinois for an adult child to receive financial aid for taking care of senior mother 24/7.

In most states, there is no such program. Call your local DHS (department of health/human services) or welfare office and ask them, or contact your local agency that serves the aging population. Here in MI it's called the Commission on Aging. They will be able to point you in the right direction or tell you if a program is available.

In most cases, the only option for being paid to care for an aging parent is if your parent can afford to pay you themselves.
