What is required for my Mother to get VA Aid and Attendance when she needs it?

My mother receives pension and social security. She's self pay now. She can pay her current care level with her monthly pay. But she will eventually require more care and she will not have enough income to cover a higher level care. My father who is deceased was retired from the military and was a veteran.
