Can a veteran apply for Veteran Aid and Attendance pension for his disabled wife if he is the caregiver?

My brother in law is a retired veteran from the Navy, and he is the caregiver for his wife that is disabled. Also his wife receives Social Security pension.

I have a feeling his navy pension would put them over the income limit.

Yes, you can! I applied on my mother's behalf. It is a very tedious process. I only wished I was told the income limit prior to starting the application process. Would have saved me from countless hours of gathering info, sending away for documents and getting doctor's notes etc.
