If we have joint bank accounts (mom's name and both children), is the whole balance used to calculate her net worth for VA benefits?

My mother has three savings accounts. About 4 years ago, my sister and I were added to the accounts. If we were to apply for VA or medicaid assistance, do we have to report the whole balance in each account, or just 1/3 of it?
I could kick my sibling. Five years ago I wanted to move all her savings into our accounts and pay for her care from those accounts. She wouldn't do it. Now it looks like all of it will be used up and no assistance, than what?

Thanks Pam. Bummer!! She 100 years old, healthy as a horse, never gets sick, never needed meds except her mind is going quickly. There is not enough money to pay for the years and years of care she is eventually going to need because her mind is a vegetable and her body lives on. It doesn't look like we can get any financial help.

You report the whole thing. They will ask who else is on the accounts. They will factor in the cost of her care vs income.
