What are the rules for spending accrued death benefit money from VA?

Money showed up in account, no letter or instructions. Applied for my Father first, but Va took so long, he passed away, so then applied for Mom. Waited, sent emails, followed up with inquirys, until one day, poof there it was in our joint account. No letter of instruction, absolutely No info. I have searched for info and have surmised that I am allowed to use the money for her care any way I like and similar to anyone elses life that has that kind of money? I find it very odd and am still confused? Anyone have any answers?
