Mom all of a sudden got money put in her account from the VA says it's for her care? Where are the rules?

This ultimately was something I applied for my father yet we waited three yrs and he passed in the meantime . Now all of a sudden its in the account and Im confused what the rules are? Ive read everything that I could find and bottom line it looks like I can do for her anything that would improve her life? can you help with the laws on this situation? I have power of attorney for her and she is in stage 4 alzheimers. Help
