My husband (81) has increasing short term memory loss and refuses to have professional evaluation. What recourse do I have?

I feel he is also suffering intermittent depression, which he denies.

He might be missing a medication that would help him. Can you impress on him there are meds and treatments that help slow down the progression of some neurological diseases? Have you asked the MD if anything he is on could be affecting memory? Don't give up. Keep asking, ask the pharmacist, too.
