Who in Washington, D.C. can I contact to enhance and provide oversight to ensure that all options are considered with VA aid?

WWII Vet requires 24 hour care after suffering massive stroke. Local VA has started the process of determining if he can receive VA aid. My Father is a 88 year old Navy Vet who has never received VA assistance. He was as active as any 45 year old until August 9, 2014 when he suffered the stroke.

Don't call anybody until you know what dad has in the way of assets. Go up to Money and Legal and click on Veterans' Assistance. Make sure you have POA in hand. Talk to the discharge planner at the hospital, that is the person who is likely coordinating with the VA. Again, you need POA to participate in the discussions.
