How does the family determine whether or not money belonging to a the sister with dementia is not being misused?

She is with a sibling who is not allowing the rest of the family access. There is no legal guardianship or POA to our knowledge. If POA has been obtained, it was after diagnosis of profound dementia. The family has limited to no financial resources to obtain an attorney. We are in California.
Are there any social services available?

You petition the Surrogate's Court for an independent Guardian. When siblings do not trust each other, the Judge appoints someone that nobody knows and nobody likes.

If you have a REASONABLE SUSPICION, call Adult Protective Services. I think they'll open a case file, visit the home, ask some questions and, perhaps, put your mind at ease. Or recommend how to go forward. This link should let you find where to call in your area: http://www.napsa-now.org/
