How does one refer a neighbor who obviously requires professional intervention?
Their lack of hygiene is deleterious to themselves and us. He has rights to his privacy. I am not suggesting that he become homeless. His quality of life as a humen being is respected, however when does he feel the need to respect others ?

I am going to agree with GA on this. I would need more information about this neighbor other than a personal opinion about how someone's outer appearance requires professional intervention. Can you be more specific about this neighbor. Such as behavior, safety issues, possible mental issues, neglect or abuse.
