My MIL was evicted from a nursing home for non-payment. Are there discharge policies which must be followed in PA?

Mother-in-law was paying privately and we were NOT having her qualified for Medicaid.

Rent is typically due on the first day of every month, unless a different date is specified in the lease or rental agreement. There is no grace period for rent payments in Pennsylvania. Once the landlord gives the tenant a Notice to Quit, the tenant has ten days to pay the rent or leave the rental property.

I'm curious; why weren't you applying for Medicaid? Was non-payment due to lack of funds, or for some other reason?

If you are not having her apply for medicaid then you'll have to pay the NH home bill yourself or take her home with you.
