Are the receptionists professionally trained at adult daycares?

Recently I called my mother's daycare, and the lady was agressively rude. I was checking on my mom if she was ok. She said why don't you keep her with you and stop calling etc. I am in a shock. Who will check if the children don't Don't the authorities oversee and these malpractices and bullying like loudbehavior is curtailed from time to time. The people should be more compassionate handling unfortunately it is not so. Even the home aids have no background check and makes the seniors vulnerable to alot of things.
