Are family members that give 24hr. care to a disabled sister entitled to pay?

sister is mentally disabled I have taken care of her for about thirty yrs. she is 64 and has Medicare and a Medicaid waiver that is not used properly as far as I'm concerned. What would the cost be if she was put in nursing care facility.This organization does nothing for her but yet I notice they have many charges in her waiver for things they don't do. They get paid all this money from the state to submit paperwork yet I'm the person who cares for her (medical, financial ,personal,, transportation any needs she has) It totals out I make about $45.00 a day with no paid holidays. no retirement, 4days of respite a month(they are paid at least $116.00 a day) .Why am I not paid while person sleeps,still have to care for them...The system is not right and the state is not paying the people fair wages who do the work....
