I am durable POA, does that also give me guardianship rights?

I tried to open a payee account and mom had tried to get a credit card under deceased dads social, Bank of America flagged her for fraud, my bank closed her payee account and my personal account. I have been getting her grocieries and gas so I don't have to give her cash , she was sending her grociery money to them as well. what do i do now?

No. POA and guardianship are different and separate roles.

It sounds like you should be able to handle her finances with POA. Will she cooperate? I think you need to send a brief letter to BOA explaining the situation and what you are doing to prevent a repeat, and to go in person and explain the same thing to your banker. This was an act of dementia, not an act of fraud. Ask for his or her advice on how best to straighten out this mess.
