VA benefits to afford facility.

I am trying to get my 90 y/o mother into a facility that has independent/assisted/memory care. I do not know how this is determined, but she mainly needs meals, socialization and a life. She would need to have her va aid and attendance benefits to afford this facility. Her income is appx $23,000 yr. owns a house that is not worth much and probably won't sell right now.
