He's either really selfish (no surprise to you I bet) or he thinks it's payback time for all the care and $$ he spent on his children. It's the job and privilege of a parent to care for a child, but shouldn't automatically be a 'given' that that child will foot the bill for the parent in the future. That's ridiculous, and I bet neither you or your sister would expect that from your kids right? Time for daddy to have an attitude adjustment if you ask me.
