My mother-in-law is blind, alone, and refuses to move. We are all concerned for her safety. What can we do to help her?

My mother-in-law is 76, blind and living alone. My father-in-law died a couple of months ago and she refuses to move because she is familiar with her home (she has been blind since her twenties). She refuses to allow a caregiver to come into her home. She's also starting to show signs of forgetfullness. Her children live at least 2 hours away, some 3 to 3 1/2 hours. She is very difficult to deal with and none of them wants to force her to do something she doesn't want to. We are all concerned for her safety but are at a loss as to what to do.
