Unless its a company your dealing with, its usually word of mouth. Private company, ask if their employees are bonded. Facebook has local pages where you can ask this question. You want someone who has been doing it for sometime. Where others in your community know them well. As said, anything valuable should not be where it can be gotten to easily.
My cousin does this for a living. She does one good cleaning so the first time is more money. Then its just a matter of maintaining.
I would imagine you know in your own area the best places to source choices. We have NextDoor in our area which is quite active in our hiring on help. Once you choose someone after interview it is up to you to make clear what you want done, and to assess, after first cleaning, whether or not it is done to your satisfaction.

My friends say it is impossible then for communication as to what needs doing. I do everything myself, and loathe the day I cannot, as I enjoy it--somewhat a Zen to me to do it. When you don't have the time and need the help it is crucial you get the right bang for your buck as it is expensive to hire people these days. Good luck.

Not sure what you mean by “ best”.
If you know anyone who has a cleaning person or service they are happy with , word of mouth is a good way also .
