94 year old mom doesn't want to shower. Afraid she is going to fall. Has a shower chair. Someone is always there with her bit she will not allow anyone to help her.
She has dementia, I assume? You give no details here or on your profile. What worked with my mother was the water shoes I bought her on Amazon. She felt the shower floor was too slippery w/o them. They lose their perceptions with dementia, and fear takes over. Mom lived in Memory Care where the aides were wonderful in getting her into the shower 1-2x a week. Hire someone to come into your home to bathe mom, as they usually have better manners with aides than they do with family.
