Yes. You go old school first by going stright to the police department and asking to speak to a detective in the fraud division. Most police departments have a fraud division if you're not in a small town somewhere. If you are, then you would speak to the fraud division of the State Police. to his boss at APS. Provide evidence of his crimes to the State's Attorney of your state and to your state's Ombudsman Office. If they do their jobs, they will pursue your claim if you provide evidence to back it up.

How do you know for a fact that "...attorney and judges did want him to get in trouble..."? How were you privy to this information? More info for context would be helpful.

The only recompense for this sort of fraud is often a demand for damages and recompense. If the person defrauded is already dead then there is no one living who is damaged.

You are making claims here that someone who WORKED for APS was a part of defrauding someone. You might check with the FBI as this may qualify with its being federal. Otherwise, if you have already gone to the law --and you indicate you did--you have attempted all within your power. Just be certain you saw State Attorney General, office and made a report with evidence.

If you have already filed charges and local atyorneys and Judges are doing nothing, you need to go higher. You should have a district Senator. Contact his office. Did you contact your County District attorney?

I find it hard to believe that any judge would disregard the law because they didn't want someone in trouble or wanted someone in trouble, however, we have lived years now watching our judicial system be weaponized.

You can always go to the state with the evidence against him and the lawyers and judge.
