You give no indication as to why your mom "needs a high level of care" but is cognizant. If you describe the care that is necessary it might be easier to give an answer. A Skilled Nursing facility would be the obvious choice if she needs Medical Care. Assisted Living would be the choice if she can do ADL's but needs monitoring of some skills. (medication management, dressing grooming) If mom needs 2 or more people and or equipment to move, transfer her then the only option in most areas is Skilled Nursing. Now if mom needs a "high level of care" due to psychiatric reasons that is a whole other aspect and you need to talk to a psychiatrist about placement. (and that might be temporary until medications are adjusted)

ALF is FINE for someone with wheelchair, incontinence, special diabetic diet, and even a little dog added to the mix. I have seen it. In an admittedly somewhat special place IMHO> (thanks always to Pacifica Senior Living in Palm Springs). But ALF has less staff. Therefore there are some medical conditions that change the equation utterly. Without lots more information we couldn't even hazard a guess.
I would explore facilities in your area. You know your senior and her/his needs. You need to know what facilities can accommodate their care. And at what cost. The only way to know that is to explore that. Start online. Make appointments with facilities that seem to fit the bill. Be ready to answer questions about assets; they WILL ask them. Got so tired of that at one point I took to describing my brother as "A million or so on the hoof". Only a farmer will identify.

Because you say that your mom now requires a "high level of care" she most likely won't qualify to live in assisted living, which means she'll have to live in a skilled nursing facility. You can of course check around at the assisted living facilities in your moms area to see what their requirements are, but don't be surprised when they say she now requires skilled nursing.
