I would start by exploring the VA's Federal website. Get information there about where to go for the answers. I would think that the VA has some guidance for you.

"You" is a forum of many people. I don't think any of us would have said Dad is eligible. VA benefits are based on how long the person was in the service? Were they in during Wartime?
