How is wet brain and dementia different?

My brother has been diagnosed with wet brain. He's still drinking. His family has moved him out to a one bedroom apartment. He doesn't eat nor prepare food, his ADLs are poor. Hard for me to help, being 100s of miles away. Focus by family seems to just be the drinking, while I am concerned with daily living and safety. Thankfully he does not have license nor car. Anyone knowledgeable of state resources in Ohio or VA connected with suggestions?
