Divorced veteran receiving VA disability benefits. Can the divorce spouse receive tri care and commissary benefits?

Marriage lasted 28 years.

commissary and tricare are not VA benefits. For him to have them he would have had to retire from the military service. Or be a part of certain groups now allowed in, such a Purple Hearts.
