Does Medicare pay for any home care for basic care for 85-yr-old who lives at home?

Ex wife cares for him 24/7.
Can not be left alone.
Need sitter to go to grocery store or dr.
He can't leave home without w/c

If he has less than $129,000 in assets (home and car don't count), moderately low income, and is a veteran with at least 1 day active duty during a 'war' he would qualify for VA aid and attendance. You can hire someone to get you through the process. At his age, for example, if he was in the Korean or Vietnam war he would qualify.

If they are low income they may be able to get Medicaid in home health. Your local Office of Aging should be able to help with resources.

Helpful, I would add to check if he is veteran, and VA may have programs that are also income tested, but may be easier to qualify for --- everyone is different.
