Husband accusing me of hiding a family in basement. What should I do?

My husband is accusing me of allowing a family to live in our basement. They are only there at night, and leave in the morning. There is a little girl and a woman and a man, all black (he’s a racial bigot). He threatens to call the police (he hasnt been able to use the phone for years). I told him to call the police the next time he sees them. This doesn't happen often, but is beginning to be a concern.

He has been told he has mcd, and he has cirrosis which can cause confusion. What do I do?
