I have a father, 97 years old, with Dementia and Alzheimer's. He will be discharged very soon, how can I get guardianship?

He is presently in a psychiatric center. How can I get guardianship since he is no longer competent to speak or make decisions-he cant speak any English and is delusional in his native language, Romanian.
