Can sister's car be transferred to her daughter?

Sister is going into a nursing home on Hospice. Can her vehicle, which isn't worth more than 800.00 be transferred to her daughter to avoid Medicaid taking this and proceeds since no money is passing on this?

If you transfer the car it’s a gift and will cause problems with Medicaid. Once transferred it’s not exempt.
