Can a facility refuse a hospice patient for respite care?

Dad is in hospice. I was told they can give the caretaker a 5 day/month respite in a Medicare participating facility. Apparently none have a bed available. If I were to private pay, would one mysteriously appear? Is this Medicare fraud?
