What can I do about a daughter taking advantage of her mother's dementia?

My stepmother has alzheimer's and her daughter has been writing check and having her sign them without my father's knowledge. She even signed up some of her bills for automatic payment. My stepmother has the social security income so thus she gets direct deposit to their account. How can we stop this fraud and abuse?

Who is the financial Power of Attorney for your Dad and your Step-Mom. That person can take charge of all the billing, and whatever other financial holdings they have. Hopefully it isn't the daughter of your Step-Mom.

The POA can transfer all the bills to their own home address, plus bring home the checkbooks/bank books and all the bank statements. The POA can go with your parents to the bank so that the POA's name is also listed on the checking and savings accounts. And all the bank statements are sent to the POA.

Oh, have the POA set up brand new accounts, so if your Step-Mom's daughter has automatic payment for bills from her Mom's accounts, those will stop quickly.
