What is considered elder abuse?

Hi my mom is is a memory care center. I feel at times she is being abused. They leave her wet. She has to be feed because she cannot eat on her on. They try once or twice to feed her and than they are done trying. The caregiver (which is a med passer) that is in her cottage doesn't want to give her her meds because she feels like it takes too much trouble so she gives the med to someone else (who is not a caregiver but is an attentive person) and she is still in my mom cottage. There is a elder in her cottage that's yells all the time and wakes the elders up (She was in another house at this memory care center but cause problems so they moved her to my mom's cottage). The state is now there because of short staff and meds control and falls. I guess my question is if I go to elder protection services can they help?
