Can the medical POA who is different from the financial POA be held accountable for this abuse?

The client has a severe birth hearing defect, cataracts and does not have functioning glasses.

Are you looking into cataract surgery for this person? As BarbBrooklyn points out, glasses do not help cataracts. But vision can be greatly improved by removing the cataracts.

Glasses aren't going to be of much use to a person with cataracts, are they?

It doesn't matter who is responsible for the abuse. Call APS if you think the client is being neglected.
