Can a person who has been diagnosed with early onset dementia be appointed as POA for someone who does not have dementia?

My grandfather was put in an assisted living facility. His daughter has been diagnosed with early onset dementia. My grandfather does not have dementia, he just has mobility issues. The daughter is a control freak and she wants all of the inheritance regardless of my grandfather's wishes. Please help.
