Can a facility throw a patient out while their Medicaid application is pending?

My mom fell & went to a rehab facility. After a couple of months, she was not improving as much as they thought & Medicare stopped paying. I applied for Medicaid, have provided all the documentation requested & now we are awaiting a Fair Trial. The facility is now saying I have to find another place for my mom because they have only been receiving her social security. My mom is 94. Can the facility throw my mom out even though Medicaid is still pending & we are doing all we have been told to do?
