My Mom (93) is on Medicaid and has an aide but the agency never seems to have anyone for the weekend?

She is entitled to 8 hours a day 7 days. She is low vision and hard of hearing and very unstable on her feet. We have an aide for her through Medicaid but even though they are supposed to be giving her 8 hours a day 7 days a week, most weekends we end up without an aide. I feel terrible for her as there seems to be no quality of life. She feels as if she is a burden and many times has expressed that she wishes God would take her. She feels useless and considers herself a burden. I am at a loss for how to improve her quality of social life. I wish there was something other than watching tv for her to do during the day.
